Senate Finance Committee Chairman Max Baucus, D-Mont., has made several changes to his health care overhaul bill. They include increasing subsidies to help more low-income people purchase health care insurance and lowering the financial penalty for people who fail to obtain health care coverage. The Finance panel began its consideration of the bill earlier today.
