U.S. Senate Confirms Dybul as OGAC Ambassador
The U.S. Senate on Aug. 3 voted to confirm Mark Dybul as ambassador for the Office of the U.S. Global AIDS Coordinator, Washington File reports. Dybul has been acting coordinator since he was appointed to succeed Randall Tobias, now administrator of USAID. As head of OGAC, Dybul will oversee the U.S. response to the HIV/AIDS pandemic and will direct the implementation of the President's Emergency Plan for AIDS Relief. Dybul, while testifying in July before the Senate Foreign Relations Committee, called on the Senate to approve President Bush's request for PEPFAR funding, which will allow the program to meet its goals of treating two million HIV-positive people, preventing seven million new HIV cases, and providing care for 10 million HIV-positive people or children who have lost parents to AIDS-related causes (Washington File, 8/4).
